Matt Asay asks this question and comes to the conclusion that it’s about the Google brand. I guess he doesn’t know about the subsidies.
This stuff sounds a lot like what Hal Varian was talking about last spring (at Berkeley) on software platforms. Google is giving search revenue share to stimulate Android OS distribution. For these platforms, you can do an analysis to see which side is better to stimulate (distribution or app in this case). I guess the Android OS is the new search toolbar. http://bit.ly/1eWrVB
